Government spokesperson Inocencio Impissa explained that this shift reflects changes within the national telecommunications landscape, which have rendered spectrum auctions less effective for advancing 5G rollout. Following a cabinet meeting in Maputo, Impissa confirmed the repeal of a prior resolution that authorised the auction of frequencies in the 700MHz, 2.6GHz, 3.5GHz, and 26GHz bands.
Under the new framework, operators will be subject to coverage obligations, requiring them to provide 5G services in all provincial capitals and ensure nationwide 4G coverage. Impissa emphasised that this approach aims to accelerate access to 5G, promote digital inclusion, and make more efficient use of spectrum resources. The government will monitor compliance closely, with penalties or license revocations possible for operators that fail to meet the obligations.
In addition, the cabinet approved a new regulation for telecommunications traffic control, replacing the 2023 decree. This updated regulation enhances oversight of digital communications by introducing mechanisms to monitor network traffic across all licensed operators and service providers, addressing the rising challenges of cyber threats and digital crimes.
Impissa highlighted that these measures respond to the increasing use of telecommunications for public services, government operations, and financial systems — factors that have contributed to a surge in cyberattacks, fraud, and other digital security risks. The new regulation aims to bolster network security, protect citizens and government institutions, and safeguard Mozambique’s sovereignty amid evolving cyber threats driven by social media misuse and AI-enabled cybercrime.
