Liberia suspends Starcell Liberia’s license for 90 days

The Liberia Telecommunications Authority (LTA) has announced the suspension of Starcell International Liberia’s telecom operating license and frequency authorisation for 90 days, effective immediately.

The regulator cited multiple regulatory violations, including failure to comply with a revocation notice issued last September.

Starcell, which received its license in 2020, has yet to launch services in the country, despite holding the necessary authorizations. The LTA also pointed to unpaid financial obligations, such as arrears owed to tax authorities and the regulator, along with broader non-compliance with regulatory requirements.

This move underscores the authorities’ commitment to maintaining discipline in Liberia’s telecom sector, where licenses and spectrum are vital resources. Regulators aim to prevent operators from holding licenses without deploying services, ensuring fair competition and market development.

The LTA remains open to new entrants. In July, Chairman Clarence Massaquoi emphasized that the arrival of additional operators—beyond the dominant MTN and Orange—would significantly benefit Liberian consumers by increasing competition and choice.
