The Ivorian Council of Ministers have decided to set up a structure specializing in cybersecurity.
The National Agency for Information Systems Security (ANSSI) will combat cybercrime and ensure the security and protection of computer systems.
“ANSSI is responsible for implementing action plans for the coordination and management of cybersecurity crises; coordinating actions to protect critical infrastructures and public and private information systems; as well as managing processes for prevention, protection, monitoring, detection and response to incidents,” said Amadou Coulibaly, Minister of Communication and government spokesperson.
This decision is part of the implementation of the national cybersecurity strategy 2021-2025. Its vision is to secure cyberspace to support the acceleration of digital transformation and make Côte d’Ivoire the African leader in cybersecurity. According to the ‘Global Cybersecurity Index 2024,’ the International Telecommunication Union (ITU) ranks the country in the Tier 3 category with a score of 78.8 out of 100.
This is a significant improvement since in 2020, when the score was 67.82. Belonging to the Tier 3 category means that the country has demonstrated a cybersecurity foundation with respect to government actions that encompass the assessment, establishment or implementation of some generally accepted cybersecurity measures across a moderate number of pillars or indicators.
Côte d’Ivoire obtained a score of 11.11 out of 20 for the ‘capacity development’ indicator, which assesses the diversity of types of targeted cyber awareness campaigns, the promotion and development of the private cybersecurity sector and cybersecurity certification systems. The establishment of ANSSI should provide a clearer vision of this segment.
