Ghana’s telecom sector commits $150 million investment

In a significant move to improve service quality and address longstanding concerns over pricing in Ghana’s telecommunications industry, the Minister for Communication, Digital Technology and Innovation, Hon. Samuel Nartey George, announced that the country’s three largest telecom operators — MTN Ghana, Telecel Ghana, and AirtelTigo — have collectively pledged to invest $150 million into network upgrades by the end of 2025.

The announcement was made during a press briefing at the Ministry’s headquarters in Accra, where the Minister also revealed plans to increase the value of mobile data bundles across all networks starting 1 July. The combined investment aims to enhance network infrastructure, improve customer experience, and foster greater transparency in billing.

This industry-wide commitment comes amid regulatory efforts to elevate service standards. The National Communications Authority (NCA) will conduct a comprehensive quality of service assessment in the final quarter of 2025, with penalties for operators that do not meet the set benchmarks. Additionally, quarterly billing integrity tests will be introduced to ensure accurate billing and rebuild consumer trust.

In tandem with the infrastructure investments, the telecom operators will raise data bundle sizes without increasing prices — by up to 15%. MTN Ghana will implement a 15% boost across all data packages, including a new GHC399 social media bundle offering 214GB, up from the previous 92GB under the GHC350 Flexi bundle. Telecel Ghana will raise its GHC400 bundle from 190GB to 250GB, while AirtelTigo Ghana’s GHC400 bundle will increase from 195GB to 236GB.

Looking ahead, the Minister indicated that reductions in data prices are possible, contingent on upcoming tax rationalization efforts by the Ministry of Finance. A sector-wide review of telecom tariffs is also underway, which could further drive down costs and increase affordability and competition.
