The company recently signed a spectrum agreement with the Rwanda Utilities Regulatory Authority (RURA), a partnership confirmed during a meeting between Minister of State for ICT Yves Iradukunda and SpaceX executives.

The Ministry of Information Technology and Innovation revealed that the new centre will be directly connected to Rwanda’s high-speed fibre optic backbone, although specific infrastructure details have not been disclosed. Starlink’s ground stations serve as critical relays, bridging satellite signals with the global internet. These stations receive data from satellites and transmit it to the internet, enabling fast browsing, streaming, and online work — especially vital in remote areas where traditional connectivity options are limited.

Specialized media outlets explain that these ground stations are essential for Starlink’s high-speed service, with two active gateways already in Nigeria, located in Lekki (Lagos) and Ikire (Osun). The planned infrastructure in Rwanda is expected to accelerate Starlink’s regional deployment, improve service quality, and increase its subscriber base. Currently, the company reports approximately 5,000 subscribers in Rwanda, with 4,503 active users recorded in the first quarter of 2025, representing just over 5% of the country’s fixed-line internet market.

The new ground station capabilities will also help Starlink better serve government needs as Rwanda advances its digital transformation agenda. Discussions between the company and government officials have included expanding internet access in schools and rural communities, building on pilot projects already underway and models tested in Mexico and Niger. Both parties are exploring innovative financing mechanisms and partnerships with donors to sustain and scale these initiatives, aiming to extend Starlink’s reach into agriculture, health, and other rural services. This expansion is expected to significantly enhance connectivity and digital inclusion in Rwanda and beyond.
