The Government of Mozambique, through the Ministry of Communications and Digital Transformation, has issued a Request for Bids to expand broadband coverage in underserved rural regions as part of the Mozambique Digital Acceleration Project (MDAP). Financed by the World Bank, this initiative aims to boost digital inclusion and connect remote communities across the country.
Funding from the International Development Association (IDA) under Loan/Grant No. IDA-71820-MZ will be directed toward investments in telecommunications services designed to improve broadband access in hard-to-reach areas. The project is structured around three geographic lots: Lot 1 covers the South and Central Zone with 95 localities, Lot 2 encompasses the Central Zone with 101 localities, and Lot 3 targets the North Zone with 105 localities, with the goal of significantly expanding connectivity across these regions.
The procurement process will follow international competitive bidding procedures in accordance with the World Bank’s Procurement Regulations for IPF Borrowers, September 2023 edition. Eligible bidders are invited to submit sealed bids, which will be evaluated based on a weighted system assigning 60 percent to technical and non-price criteria and 40 percent to bid cost. The process is open to all qualified bidders as defined under the regulations.
Interested parties can obtain further information from the Ministry of Communications and Digital Transformation’s procurement office, where bidding documents—prepared in English—are available in PDF format upon written request. Courier delivery can be arranged at the bidder’s expense. Bids must be submitted in hard copy to the specified address by 10:00 a.m. local time on February 25, 2026. Electronic submissions will not be accepted, and late bids will be rejected. The technical bids will be opened publicly at the same time, while financial bids will be kept sealed until a subsequent public opening.
All bids are required to include a Bid-Securing Declaration. The procurement process emphasizes transparency and compliance with World Bank standards, including the disclosure of beneficial ownership information of the successful bidder as part of the contract award process. Managed by the Ministry of Transport and Logistics’ Procurement Sector on behalf of the Ministry of Communications and Digital Transformation, the initiative underscores Mozambique’s commitment to transparent, competitive processes in accelerating its digital infrastructure development.
