Rwanda and Oman have signed a significant memorandum of understanding (MoU) aimed at accelerating the growth of Rwanda’s ICT sector and establishing the country as a regional digital hub. 
The agreement was signed in Muscat over the weekend, reflecting a commitment to deepening collaboration in data infrastructure, emerging technologies, and digital innovation between East Africa and the Middle East.
The MoU was signed by Paula Ingabire, Rwanda’s Minister of ICT and Innovation, and Saeed bin Hamoud Al-Maawali, Oman’s Minister of Transport, Communications, and Information Technology. It was witnessed by Rwanda’s Minister of Foreign Affairs and International Cooperation, Olivier Nduhungirehe. The partnership focuses on developing data hosting, cloud computing, and data center infrastructure, alongside knowledge exchange on artificial intelligence, government digital services, and other cutting-edge technologies.
Minister Nduhungirehe emphasized the strategic significance of the agreement, underscoring Rwanda’s ambition to enhance its digital infrastructure and position itself as a regional leader in ICT innovation. “We are committed to immediately implementing the MoUs to drive digital transformation in both countries,” he stated. The delegation also engaged with Omani officials to explore investment opportunities within Rwanda’s rapidly expanding tech ecosystem.
The partnership leverages the geographic and strategic linkages between Rwanda and Oman, with Rwanda’s integration into the East African Community and proximity to the Indian Ocean offering promising routes for trade and digital collaboration. Rwanda’s government-led investments in broadband infrastructure, innovation hubs, and digital inclusion have earned it recognition as one of Africa’s top ICT nations. Meanwhile, Oman’s emergence as a Middle Eastern digital hub is underpinned by high internet penetration, strong cybersecurity policies, and a clear national strategy for digital transformation.
By fostering cooperation in data infrastructure and emerging technologies, the partnership aims to bolster regional economic integration, attract investment, and accelerate digital innovation in both nations, contributing to their broader economic and technological ambitions.
