The aim is to strengthen disaster prevention and management, particularly regarding the dissemination of official information to the population. Yas's choice comes in a context where the operator dominates the telecommunications market in Madagascar, with 14.6 million subscribers, or 68% market share, according to the most recent data from 2024.
"This agreement strengthens the strategic collaboration between the private sector and the State, particularly in disaster and risk management, from emergency preparedness to rehabilitation and reconstruction," said the National Office for Disaster Risk Management.
In a country regularly struck by cyclones, floods, and other climate hazards, the speed of alert transmission has become a strategic imperative. The BNGRC retains responsibility for producing official information, whilst Yas provides its technical infrastructure, including mass SMS, telephone calls, and digital platforms, to ensure broad national coverage.
This partnership illustrates the growing role of telecom operators in civil security systems. Digital infrastructure is now considered critical for limiting loss of life and improving the coordination of relief efforts. During cyclone season, the rapid mobilisation of communication networks can help strengthen the resilience of exposed communities.
Beyond the emergency response, the agreement is part of a broader public-private cooperation strategy aimed at strengthening the national resilience architecture to natural disasters, in a context of increased climate vulnerability.
