Moov Africa is accused of serious failure to meet its obligation to ensure permanent, continuous and regular availability of mobile electronic communications services.
The fine comes after several reminders from ARCEP and a 600 million FCFA fine in May 2021. In June 2022, ARCEP formally notified Moov Africa and gave it three months to comply with its obligations. More than two years later, the situation has deteriorated further.
Moov Africa cites security challenges and failures in the redundancy of its transmission and energy infrastructures.
ARCEP also ordered Moov Africa Togo to end the unavailability of services within six months, failing which other sanctions are provided for in the legal and regulatory framework in force.
